EZ, the AGREEMENT they are referring to is an AGREEMENT to extend the the MOC for another 10 years, NOT the MOC itself.

The MOC can be extended for 1 or 2 additional 10 year periods if both parties AGREE IN WRITING TO AN EXTENSION. This will be contemplated sometime before the expiry of the 20 year term.

I can't believe that you really don't get this.
