I guess I prettyignorant as to rules regarding insider buying. How could Andre Agapov buy his own stock, if he is aware of some material event that is coming up in the near future?

Is it really as simple as, 'I had no clue this was going to happen !'? Is it so hard to prove, that there is really no attempt to investigate?
