That's all well and good if a country doesn't have the resources to pay their penalties. But the countries who have assets all over the US and other countries should be held accountable by the threat of confiscation of those same assets.

EZ...that sounds good on paper if you you don't mind tying up your money indefinately for an unknown payoff.
