there could be a number of explanations...

it could also be kry trying to show that they are TRYING to hand over the social projects (as required in the MOC)...either to unload the ongoing financial liability or to have ammo in case of arbitration...

that way (if we are in court), when ven says "they never handed over the water plant mang" we can say "we tried to give you the damn thing and you would'nt take it"....

who knows, like i said, i think this is a good one for RM to answer....

1. have we handed over (has ven taken responsibility) for the clinic, water plant?

2. was the el diario story a p/r (or paid for) by kry?

3. when do we get a permit (just kidding)
