Another thing I find interesting in this article and hopefully I am reading it right. It looks as if this may be turned over to a VZ agency finally. KRY has been operating this plant since it was opened thus operating expenses to the company.

No social projects (Med center/Sewage Plant) completed by KRY up until now and since the dispute letter was delivered have been accepted by a VZ agency. If they are indeed finally accepting this and after the dispute letter has been delivered to the gov't then I would say the gov't is indeed acknowledging the legality of the MOC.
