Teut, I'm on holidays and haven't followed for a couple weeks but I do remember some catch tied to the options. It may not be specifically permit issuance but I do remember something that made it more palatable. I do know that the financier that was hired had his options tied to a successful deal as well as a base fee. To the best of my knowledge the finacier is still working on a deal.
