EZ, if there is a reason that "nationals" cant file at icsid, i dont see it...

i wonder if it just has'nt been tried before....if exxon (or others) put up a few hundred million for the "legal benefit of its shareholders" they could effectively logjam icsid, bankrupt ven and accomplish thier end goal (getting rid of hugo or at least force him to behave)....imo

i dont know about miners...but i can tell you that some folks in the oil industry have a bit of a vengeful streak....

the next step is to check the fee's associated with just filing a request for arbitration..just a 1000 or requests might be enough to shake things up....
