Just what the heck is a fourth trimester?

The agent chief executive expressed that state the oil one will realise the payments in the “fourth trimester”

I might be stupid but I thought there were only three parts to a trimester.................

Unfortunetly this is 4.8B that is not headed towards us.........or anyone else for that matter?

At Least 90% of what Chavez says he is going to do never even happens.
