Well a $2B buyout of KRY would take care of the legal issues. Fung stated a number of times that neither side wanted ICSID, VZ has indicated they want a quick resolution and almost as an afterthought he said will KRY does not want ICSID - but it was not off the table. That indicates to me his focus is resolution. Perhaps the "LOAN" is actually key money from Polyus or another Russian Co. that in effect buys the LC permit from VZ and all of KRY's plans & reports.
