It was my question and Bob gave a careful answer. He said that it was not uncommon for arrangements to be made where a company could be exempt from certain general policies. He said that the policy was inconsistent with the MOC and so KRY would expect exemption. I assume this was one of the "issues" being discussed with senior officials. He summarized by saying that it WAS an important issue but not one that we need to worry much about now.
