Where does it say Ven has to accept the completed social programs?

What if they refuse to accept them? Who is to say they will. and if they do accept, then does that make the Ven Gov. go to bed with KRY thus having to negotiate further with KRY. It seems to me that purhaps Ven Gov. might have second thoughts about accepting these Programs...This might be an out for them.. Just a Novice Thought.
