Prezone. Giving up isn't the same as allowing RML to take them over. Belanger sees arbitration as the better choice. If they took the RML offer, GRZ would still be in venezuela through their new shares of RML and would be affected by the new law. I think he sees things the right way ... arbitration was the better route.
