in all likelyhood whoever were to be granted LC would get "gobbled up"...

as far as delay theories go..

1. theres the "enrique perez 2002 coup" theory..but that does'nt explain why grz (or anyone else) has'nt recieved permission to mine anything new in recent years...

2. the "environmental" theory that hugo does'nt want to be seen as a non green dictator....yeah right!

3. the "prostitution" (CJR trademark) theory "you got it, you sell it, you still got it"...which basically states that hugo plans to use LC and LB as a vault in the ground for the gold...meanwhile selling (via social investment) it every few years...this theory does'nt hold water due to the fact that hugo was trying to force placer to dig the gold...

4. the "inept government" theory...this one seems to explain most everything...the "mining act" has been stalled for years..no one has recieved permission to mine a new deposit...and clear legislation/meaningful dialogue is totally out the window....

yup! my money is on "inept government"....
