You may be right about appearing logical but that's why I don't think we'll know till this is over. We may find out that VZ actually has a plan when we look back at events kind of like a good mystery book or we'll find out that VZ has no plan and are just bumbling along.

I have to believe that no matter how inept things appear with the VZ government there are enough competent people actually running things that the right decisions will be made.
