Budget of the Mibam increases 5% for 2009

The project of Law of Budget for year 2009 contemplates the allocation of Bs.F. 106,2 million for the Ministry of the Popular Power for the Basic Industries and the Mining (Mibam), which represents an increase of 5.17% in relation to budget 2008, considered in Bs.F. 100,7 million.

To stimulate the rational extraction of the mining resources is one of the objectives of the Mibam
The project of Law of Budget of year 2009 contemplates to an allocation of 106.2 million Strong Bolivars for the Ministry of the Popular Power for the Basic Industries and Mining (Mibam), whose lineamientos for the next year are oriented mainly to the control of the mining activity, and the consolidation “of a viable national system of socialist basic industries”.

The allocation of the next year represents an increase of 5.17% in relation to budget 2008 of the Mibam, considered in Bs.F. 100,7 million.

In agreement with the document, the ministry “is constituted in center of the design of the mining policy, which will orient on the base of the reactivation and fortification of the mining sector, as well as to the control of its rational operation, with special attention in its environmental impact”.

Fiscal year 2009, the National Executive, by concept of the income of the iron, esteem will enter the National Treasure Bs.F. 66,7 million, made up of the tax of operation of the iron (Bs.F. 30,0 million) and by the Tax On Renta (ISLR) (Bs.F. 36,7 million); whereas it considers to collect by concept of income associated to the production of other Bs.F minerals. 284,2 million, of which Bs.F. 152,4 million correspond to the ISLR and Bs.F. 131,8 million to the tax of operation.

“The fiscal contribution anticipated by this tax of operation, is the result of the extension and improvement of the process of control of the production on the part of the Mibam, which has allowed to the ordering and control of this rent for the State. The collection of these taxes comes from the nickeliferous mineral operation Bs.F. 65,5 million, Bs.F coal. 40,6 million, gold Versus. F. 19.5 million, bauxite Versus. F. 3.8 million and of the rest of the other minerals that group Versus. F. 2.4 million, that have origin in the feldspar production, phosphate, quartz, makes shine like diamonds, ferruginous laterita and rock crystal”.

Development waters down
The project of Law of Budget 2009 indicates that the Venezuelan Corporation of Guayana (CVG) has defined its corporative lineamientos, which serve as support for the elaboration of Annual Operative Plan 2009. “The attachment to these lineamientos is oriented to the promotion and development of productive chains waters down, directed to the attainment of a harmonic, viable, endogenous process and humanist in the Zone of Development of Guayana, by means of which it is inclined towards one better distribution of the wealth”.

In order to impel the industrial development of the axis Worry, the Executive esteem to strengthen the relations of cooperation “specifically” with Cuba, Argentina, Nicaragua, Bolivia, Ecuador and Uruguay, by Latin America, and with the Republics of Belarús, Russia, China and the Islamic Republic of Iran.

Also, it is considered to obtain the consolidation of the Companies of Producción Social (EPS) and to give continuity to the Mission To cheep.

The Venezuelan Corporation of Guayana (CVG) anticipates a budget of Bs.F. 1.248, 9 oriented million “to projects of infrastructure or support to the production and the services that allow to the advance of the great estructurantes projects of the national development and the projects associated to the territorial axes of development in the areas social, agricultural, mining, house, road, macroservices of endogenous development”.

Bs.F. 77 million in projects
Of the total budgeted for the Mibam (Bs.F. 106.161.163) in the 2009, Bs.F. 29.146.646 correspond to centralized actions and Bs.F. 77.014.517 to projects.

As far as the object of the cost, Bs.F. 73.293.696 will be destined to expenses of personnel, Bs.F. 2.602.314 to materials, merchandise and provisions, Bs.F. 6.778.510 to “nonpersonal expenses”, Bs.F. 943.043 to real assets, Bs.F. 22.443.600 to transferences and donations, and Bs.F. 100.000 to diminution of liabilities.

The document also establishes an economic classification of the budgeted amount, and in this respect it needs Bs.F. 105.118.120 in current expenses (remunerations, indirect purchase of goods and services, taxes, transferences and donations); Bs.F. 943.043 in expenses of capital, specifically gross formation of fixed capital, and Bs.F. 100.000 for diminution of liabilities.

FMO at the top
In the project of Law of Budget one settles down that the State looks for to consolidate to CVG Ferrominera Orinoco (FMO) like the first company had the charge of by the CVG in impelling the sprouting of a model of industrial development, as well as to fortify the corporative alliance Sidor-FMO, “not only processing raw material, but also promoting to the socialist companies waters down”

“With this corporative alliance what tries the Venezuelan State is the attainment of levels of production of iron and steel in agreement with the internal demands, whose surpluses could be placed outside our borders”.

Integrating the assigned beings, the office of Basic Industries and Minings are oriented “to the consolidation of a viable national system of socialist basic industries to the service of the social and collective needs of the Venezuelan town, that contributes to reach the productive sovereignty with a high scientific and technological development under a scheme of national relations and international jousts, democratic and coresponsible”.

“Revolutionary Vision”

During the 2009 Ministry it will orient his efforts to the actions that are mentioned next, taking care of the “new phase of extension of the revolutionary vision of the national Government”:

- “To guarantee that the basic industries and the mining serve as handle for the endogenous development, for it the fundamental strategy it is to stimulate the joint work between the different actors who make active life in the productive apparatus of the country, and in this way to maintain a provision reliable, opportune and to competitive prices of the raw materials and half-finished products”.

- “To stimulate the rational extraction of the mining resources that are required to prop up industrialization processes”.

- “To contribute to the strategy of the State of `Construir a Multipolar' World through the concretion in agreements and agreements that allow to strengthen the relations of Venezuela with allied countries, mainly, dividing of the potential of development of industries and companies in the sectors of the iron-steel, aluminum, limestones, kaolin, among others”.

The project of Law of Budget indicates that the Ministry will be concentrated in the execution of sectorial plans 2008-2013 and of annual operative plan 2009. The sectorial plans, where prehorseradish tree action in the subsectors of aluminum, iron-steel, forest, gold-makes shine like diamonds and minerals nonmetalists, “will lead itself to reduce problems, such as: the fragmentation and inter-sectoral disarticulation, which disables to have an integral perspective to the benefit of the country; the presence of oriented models of management to the exporting vision of raw materials; technological and lacking obsolescence of accumulated maintenance per decades, which has originated high costs, contamination and accumulation of environmental liabilities, a low productivity and breach of the hygiene standards and industrial security”.
