Personally, I think it has to do with several things:

Political motivations/manipulations

Beaurocratic in fighting

Chavez power play

Despite RM's assurance otherwise, I have always believed Chavez wants to change the contract terms and he knows the longer he waits the more of a squeeze he can put on KRY. I don't see it getting worked out any time soon, which is why I changed my strategy to long term with KRY.
