GW, I think that your analysis is accurate. As far as evidence, I would point to the miners that were to receive checks in 10 days -- that was months ago, now they are pissed again and more promises will be made then ignored.

Eventually, they will get the checks, and the next day we will get a permit. The manyana syndrome seems to be in play and is the product of laziness, corruption and incompetence all in one package.
