I dunno. Maybe the government feels the small miners (of which many will still remain jobless even after Las Cristinas is under construction) would revolt if the big multinationals were approved before defining what was to become of them? They need to create as many opportunities for the small miners as possible. On the other hand...maybe it is just more of the same...Manyana...Manyana...Manyana
