I would guess that he is talking about Brisas, but I would expect that he will just cut a different deal with GRZ. I've been speculating for a while that the lack of progress reports from GRZ might result in something like this talk, but with no real news no time to panic.

Just recall how Hugo said that he wouldn't sell oil to Exxon and then to the US -- both just bluster. Probably trying to squeeze Doug in negotiations.
