Great questions, great points. It seems to me Ortega's major hold-up is the preservation/re-generation of the forests - to that end she got Chavez to sign the Law of the Forests in early June. My opinion is that she is going to consistently read the new law to inhibit KRY. This can be overcome by 1) Getting rid of Ortega; 2) Having a superior authority/authorities override her position; or 3) determining that the law itself does not apply to KRY.

About an hour ago I sent an email to IR to determine if KRY's lawyers have reviewed the Forestry Law to determine its applicability to Las Cristinas. I will post any reply.
