JC...although I share your distaste of hearing Ortega's name mentioned, I took that reference to simply mean that Ortega is head of Minamb. It seems as though Merly has taken over the day to day dealings regarding KRY. If Ortega takes the stage to do the point & click "dog 'n pony" show, it will be for (and this may sound like an oxymoron given the person we're talking about) face saving purposes only. My guess is that Ortega has already been instructed to "issue it".
