It's always good to hear from the voice of experience. This should be a formality at this point if, as you say, the big guy (hopefully) wants this to get done. The taxes have already been paid and bond posted. It may not even have to wait for a new minister to be appointed. Perhaps Merly Garcia (Deputy of Computers & Environmental Management of Venezuela) could give us the rubber stamp? There shouldn't be a reason why the permit "rubber stamp" needs formal passage of the new mining law and\or report from the newly formed "interdepartmental committee". God knows how long that might take.
