It looks like all the "private" mining companies are subsiduaries of CVG. So, perhaps they can mine.



C.V.G. Ferrominera Orinoco C.A. extracts, processes, markets, and sells iron ore and its derivative. The company’s iron ore transfer station stockpiles more than 180 thousand tons of iron ore and also runs railroad operation. It was founded in 1975 and is based in Puerto Ordaz, Venezuela. C.V.G. Ferrominera Orinoco C.A. is a subsidiary of Corporacion Venezolana de Guayana.



It doesn't say if C.V.G. Ferrominera Orinoco C.A. has always been a subsidiary of CVG.
