CJR and Sasa, I think that this is good news that indicates progress toward Sanz running the show for projects. The introduction to the notice is instructive:

"Under the construction of the Institutional Strategic Plan of the Corporation Venezolana de Guayana, settled in desks new guidelines for achieving sustainable and comprehensive development as part of the new endogenous model socio-productive."

As I mentioned, perhaps this is why Ortega got her panties in a was -- she knew this was coming and does not like giving up the power to Sanz to decide all aspects of which projects go forward to better the (blah, bla, blah) socialist good.
