Boss -- I'm a little unclear on the supposed Sanz flyover. I thought you asked RM about that, but from your post of last week, it wasn't clear to me that he actually confirmed it ... did he, and if so, did you get the impression that that was all Sanz needed to do inre an inspection? Also, interesting that he said that Ortega wasn't against foreign investment. If so, that to me further points to Hugo himself as the hold-up, likely the political issue GT spoke of last year.
