Can't post the complete item ( the poster requested no copying) but basically it said that the delay in issuing the enviro permit maybe due to VZ policy of holding ministers personally responsible (liable?) for problems and screw ups in their ministeries. It says enviro minister won't sign off without Hugo also signing off.
