A friend asked me recently about CCY and I finally had a closer look at their PEA. I urge folks to have a look at the mine plan and plans for storage of waste rock and tailings in section 18.1 at page 129 and read the text in those sections.

These are pretty ambitious plans in that they propose to cover productive farmland with waste rock and plug up at least two stream canyons with tailings inside 6 dams right adjacent to the town of Zamora (the town is the dense grid of green lines(roads) near the top of Fig 18.1). On top of the concern of filling two streams with tailings, CCY doesn't own any of the land for the tailings.
There are a few photos on Panoramio of the stream. Here is one at the very south of the planed TSF's where the two streams meet: http://www.panoramio.com/photo/8335873?source=wapi&referrer=kh.google.com
This seems to be a lot of enviro issues for a 20 year mine with little exploration upside. It would appear that no local stakeholder consultation has been completed either.
One would have to ask themselves if Teck would make it's first big step into Mexico by proposing to make this big of a footprint (enviro and politically) and if this plan is indeed achievable.
