I can confirm as well that that loophole has been closed. The penalty for overcontribution is 100%. Found out the hard way but it was a minor accidental over contribution so not a big deal.

Don't trust any advice given by CRA employees. A few years ago I was advised that it was acceptable to transfer shares to a RRSP and claim the loss. I was lucky enough to get away with it and it has been over 7 years so I guess I am safe.

Perhaps you talked to CRA employees who just received lay-off notices.
