That is one reason that I am puzzled by the extreme diligence.  From what I understand a miner can't take this type of document to the bank.  I thought the PEA  answered the question is this project worth spending more money on....because it appears to be worth x amount.  Everyone knows ahead of time that more money needs to be spent.

 Yet in this case they seem to be going over everything as if it were FS.  All the delays, The tax calculations and all these sign off.

In this way...I sure hope there is more going on than just a PEA.
