I guess they could have told him the timeframe they believed in at that time that would tend to make Elmer believe he would have a decision and enough cashflow to act the way he does... otherwise if there is no decision next autumn and he's going to refinance for 6M$ and dillute everyone by 10% there would be a very dark shadow over Elmer's reputation to be very polite.
