Here's the quote from the letter dated June 3, 2013 from the BC Environmental Office to Seabridge:

It is my understanding that Seabridge has committed to taking additional time to respond to reviewers’ screening comments and that you will be providing an updated Application which will appropriately address comments. EAO will initiate the 180-day review once Seabridge has supplied and distributed the updated copies of the Application for review purposes.

I think the updated Application was submitted on August 9, 2013. They only have 180 days to approve after that point but the process can be suspended on request of the company.
