Where do you get that date from? I'm looking at their Application and Supporting Documents going in on August 9, 2013. The review could not have started without those documents.

After that there was a lot of back-and-forth about the FN issues, and the environmental. I think they landed the permit but with something like 41 conditions. I'm not sure how onerous they are.
