The Panama project with the incomplete feasibility study appears to be Petaquilla (link here)
My guess at the 3 mines connecting to the NTL: Imperial Metal's Red Chris (under construction), Pretium's Brucejack?, and Schaft Creek?
The electricity costs in 2008 should be similar to 2012. The cost in 2008 was $0.0469/kWh. KSM's Preliminary Feasibility Study from June 2012 estimated costs at $0.047/kWh. Galore Creek's Preliminary Feasibility Study from July 2011 used $0.05/kWh. For comparison, Teck's QB2 project in Chile is estimating costs at $0.10/kWh.
