If the SP was going to make a difference, EE could have been left out of blackout and he could have spent some of his PP cash - say $4 mil and beat the crap out of those shorters/manipulaters. I believe the only person who really cares about SP has been David as he never got all the options that the rest have. Buy out will be based on value of district explored so far!
