I can imagine a situation where a mining development company, with interests in a couple of parcels within a potential major district, might contract a study to consider the feasibility of a district wide operation

A study that could be run in parallel with ongoing exercises for others, but using common consultants who just happen to have years of history with all the parcels in the region

...and one where there is sufficient common interests between the players such that timing of completion might be co-ordinated, within limits, to provide a united presentation and simultaneous back-in and buyout

...just sayin
