Have not heard that he has final draft. He has said to others that many parts are complete. But once the "FINAL" copy is handed to him, he will be legally obligated to release that publicly and serve notice to Teck. Clock ticking.

Of course there will be a few days likely of news release formulation, after all as Mike said "it is our gem!" and they'll want to make it shine!
