If I'm a competitor, I make an offer now, subject to satisfactory inspection and my acceptance of the data accumulated to date which would include the draft BFS info. If successful in my bid , I issue the BFS as immediately as I can (it only has to s1.00 to the positive) so that I trigger either a counter offer from Teck which I can decide if I fight or not, or a loss of Teck control. This is shaping up to be a reasonable huge Company on the world stage.
