On the news in the U.S. this morning the very topic was visited. The official position was described as being the reserves are to be used in emergency only, not to balance prices. Also someone was interviewed who said he was from Calgary, the oil capital of North America, and that he was enjoying the "cheap" gasoline prices here in the U.S.
