I have raised the question of a shareholder rights plan with Blaine a number of times and just received a vague answer that the BOD has looked at the issue. I think it is time to have a clear response from CPQ as to why they have not instituted this type of protective tool. We are in danger of a hostile bid IMO. Who has been buying those shares that have been dumped in the last few weeks by the Hedge Funds? I have a guess... building a substantial position at fire sale prices is a good way for some large/major "neighbor" to build a position. This would give real leverage for them in a takeover bid.
Not investment advice, seems being long now means for years to come, which for me was the plan anyway.
