Just a thought, but with the falling price of oil I would think that the Ecuadorian government will be more motivated to get things moving in the mining area sooner rather than later.
They are probably sitting there now tallying up the losses as the price per barrel sinks below $120 and someone is pointing to the mining law and saying " you know fellas, if we get this mining law out there, lift the restrictions and everyone gets back to work we can begin collecting some revenue"
