Purpose of setting windfall tax on a case by case basis?

-to reward companies that have followed the path of working WITH the environment, with the neighbouring villages, hiring the locals, training the locals, buying produce locally, improving local infrastructure etc etc etc

-to penalize companies that have worked against the local communities, that have not hired locals or made any improvements to the local infrastructure

man...I would hate to be Ascendant now LOL (they are toast anyways)
