I think you nailed it good!

If Correa didn't say that this gift should go to the "people", or tried to keep the gift hidden away for his wife....or God forbid she actually started to wear these jewels in public! Correa would be drug into the streets!!

There isn't enough money involved to really count much....it would probably be more acessible to graft and corruption if turned into money, so I think the jewels will go on public display, that way Correa looks like a leader of his people and honest to boot!

That would keep him in office...and in the hearts of his people!

By making this jester of socialism its a win/win situation for him...

If he had played it the greedy way it would have been a lose/lose!!
