Constuction will begin when Allana gets financing. The financing will come within the next few months or weeks. ICL does not own Allana, and Allana didn't sell 40% of itself to ICL for 0.47 a share. We are at 34 cents because the traders (with bashers' help) have depressed the SP over the last month. See my previous posts.

Allana has met ALL the milestones they set out albeit later than expected. Please keep in mind that they are dealing with bureaucracy at the government level and also at the financing level. Bureaucracy tends to slow things down quite a bit. Patience is required.
