I agree with you about the Canadian federal budget, I've read it too. But about the $100K insured, I'm not convinced that this money really is protected. I do not know about the situation in Canada but I read somewhere that in the US, the amount of money that is in trust to cover the insurance on the deposits is not even enought to protect the accounts if several banks would colapse at the same time... So even accounts with less than $100K might not be protected even though supposedly they are insured. I will try to find the article I read about it and post it.
