My answer to your question would be a very simple one.

When building you first lay a solid footing to build upon. Secondly you build solid foundation walls. Then you lay the joists for the main floor and start the first floor. It has taken this long to dig out of the mess I inherited and lay the footings and wall. I'm about to start the building.

As for buying, I have bought all I can for the moment.
