A JV is desireable in my opinion. As for the inactivity, it could be from having secure knowledge of what is down there already, and holding off on the ultimate value so as to not appear to be a too desireable plum just yet, while staying within the boundrys of the rules.

Have faith in Jim, so far he appears to be capable of walking by himself.
