My optimistic side says:

RoF... Nothing showed visually or Jim would have reported as he told Hoov, however the hand held analyzing thingy must have picked something up or Jim would not have incurred the cost to send them off for assay.

La Yesca ... Jim cannot release progress on the bank/corporate provided debt financing until the feasability study for the mill (and therefore the payback ability) is endorsed and the loan papers are signed by all, or the very top dog stakeholder. If the Mexican Government is providing the fincancing there may be a chance that public knowledge & reaction before the fact may spook them and hinder progress.

My pessimistic side says:
