My optimistic side says:

There are three things in play.

1. assays from ROF.

2. Financing for Mexico.

3. a rights offering plan to be approved Dec 17

If the CEO had reasons to think that both #1 and #2 are likely to be very positive events...there may be good reasons to slow everything down a tad until ..the rights offering plan is approved on Dec 17th.
