What Jim has been doing is incredibly comforting for anyone considering an investment in UC. His buying in the open market over an extended time period just shouts 'Blue Sky'. Further when he stops it might well be because his guess or feeling about prospects have been confirmed and he can't buy more due to 'insider information'.

Personally I think his buying is as good an indicator of prospects as another drill or two turning.
