To say I disagree with you is, or should not be a shock!
With the Change of CEO's ~ 16 months ago there was a major re-think on how to get the Mexico Operation(s) back on track. In fact it is apparent that the major re-think was by then near it's conclusion and ready to be acted on.
And initially, upon changing of CEO's, it was acted on with very specific Objectives and assigned Tasks by which to see rapid and effective Turn around occur. The Mill Re-Engineering and Tailings Treatment Chemistry Work were set and underway in short order.
But by Sept. 2008 it was being felt that not all the Associated NEEDED Planning or Work was getting accomplished as per the Re-newed Plan for Development and Production. There were apparent Problems in both aspects of the Initiative. Add to that the need to establish Follow Up Mine Resource so as to keep the Mill Operating once the Tailings were fully processed. Gov. Permitting did not occur in a timely manner and can not be solely placed on the Gov. as for the delays in that respect either.
But as usual, in such types of Planing/Operations the timing is almost always longer than Planned and hoped for.
At this time it remains apparent that the Initial Re-Plan has worked, but not in the hoped for minimum time frame hoped for.
However, now it is beginning to also appear that the BoD is Playing For Time by continuing to refer to "Needing More Work On The Chemistry" and not telling us the actual Status of the Mill.
Thus, why the less than informative comments from the BoD on these two aspects of the companies Operations? And why not begin running the Mill and work on the Chemistry on an "as Needed" basis. Note that all Mining Operations use "On Going Quality Control Methods" to continually alter Milling/Treatment Processes as is needed over time. Having the Mill running while making the necessary adjustments and refinements is the norm. And while doing just this there is usually the experience of seeing a revenue stream from operations.
If we are so far from seeing the Mill put into operation already there has to be problems of some considerable importance occurring.
And this is getting to the point where I have to ask myself: Are we (UC) seeing the SAME Problem(s) all over again that resulted in this 16 month delay in the first place?
So much for Mexico!
The bright spot will have to be the Exploration in the RoF!!!
